Allouez's Sovereign City Names President ALLOUEZ - Allouez-based Sovereign City Communications has named Joseph R. Giganti as its president and chief operating officer. He will assume the day-to-day operations of the company and be involved in long-term planning as well. Sovereign City is currently focused on developing music and talk show formats for distribution to HD and main radio frequencies, with its first product — a new hybrid adult contemporary format — due in April.
